Aetas

The Great Dragon of Time in the story of Apotheosis. 

The governor of Time, Aetas is extremely meticulous and knowledgable. He remains separated from the time stream, which is shown in the background, maintaining its stability. He has has one of the sharpest minds of the Great Dragons, and is constantly aware of all times and all the distortions. He is harsh in his judgements, but occasionally employs sarcasm when the situation is prime. Though, most of the visits he gets are from other Great Dragons, and even from them, rarely. 

Those with a Time affinity are able to slow and stop time with few consequences (distortions in the time stream). They are also able to time travel, but the biologicals that are able to do so are generally killed by the backlash of causing distortions. Time elementals (or those who have the abilities of Time elementals) exist only loosely tethered to the time stream (as opposed to normally being tethered to the time flow), and are able to move through it freely. They are born with (or given) the knowledge of how to properly use their power to avoid distortions. Occasionally, Aetas will bequeath a prophecy, either directly or by a vision, to an elemental to relay to someone. Only when he tells a grand prophecy does he open his other two eyes.
